A Gaussian blur is very polite. It softens what is already there, keeps the structure intact, and turns a sharp image into the same image after a short nap. Useful, yes. Dramatic, no.
A smudge texture does a differenе thing. It brings motion into the surface, which is a good fit when is too clean but does not need the full emotional baggage of grunge, ripped paper, or heavy distress. Less “damaged poster on a wall,” more “cinematic blur, handled light, something just passed through the frame.”
How we make smudge textures
A lot of these are made on a flatbed scanner. But instead of laying an object down and letting the sensor pass over it cleanly, we move the object across the glass while the scan is running. Because the sensor records one thin strip at a time, dragging the subject as it travels smears that strip into long, fluid, liquify-like trails, and moving with, against, or faster than the sensor produces stretched, mirrored, or compressed distortions you can't get any other way.
The rest come from long-exposure photography, which works on the same principle in a more photographic way. Hold the shutter open, move the subject, the light, or the camera, and every position it passes through leaves a faint trace on the same frame.
Where smudge textures get used

Placing a smudge texture so it reads as motion
A smudge has direction, and that's the thing to control. The streaks carry the eye, so line them up with the movement already in the layout, toward the subject, along the fold, out of the frame, and the blur feels intentional, not accidental. Cross the natural reading direction and it becomes a mistake.
Because these are built from bright, dragged light and high-contrast scanner trails, they misbehave under small type: park copy in the calmer stretches between streaks, and where a headline has to cross a busy smear, sit it on a soft contrast panel rather than thinning the texture. As an overlay, a smudge on Screen over a dark composition adds ghosted light and depth; keep one streak as the clear focal path and let the rest fall off, since a frame smeared evenly in every direction just reads as out of focus.
