The effect looks like a frame grabbed off a warped camcorder tape. It bends an image around a fisheye warp, then splits it into red, green, and blue channels for an analog VHS shimmer over heavy grain and a dark vignette. The photo drops into a Smart Object, and the barrel distortion rebuilds around it, with the RGB drift and scanline noise riding on top.
